Activities of Soil Conservation Department in Nayagarh District

 watershed Management. 

      Land & water are too most valuable gift of nature to mankind which are vital for sustenance of fauna & flora on this planet earth rainfed area from a large part of arable land in the country. They are also liable to environment damage on account of Soil erosion due to un-reliability of rainfall from year to year.

      The current approach & strategy for rainfed farming are based on the concept of Conservation of rain water for holistic & integrated development of potential watersheds including the problem area such as hilly, Saline, water logged, Costal & desert eco systems & promotion.        

        On order to mitigate the ill effects of drought & flood watershed management programme has provided to be a successful measure. Watershed development is somewhat a recent terminology applied to the spare of developmental activities focusing not only on Agriculture but also othe developmental programme like forestry, Animal husbandry, Pasture development Pisciculture, & farm development etc. on area saturation basis. Therefore such development activities have now been advocated to be done on watershed basis. Management of watershed is the basic approach for successful crop production with insitu moisture Conservation.

N.W.D.P.R.A. scheme. 

           The N.W.D.P.R.A. scheme was lunched by Government of India during 8th plan period with the following objectives. 

1.            Conservation, development & sustainable management of natureresources including their use.

2.            enhancement of Agriculture productivity & production in a sustainablemanner.

3.            Restoration of Ecological balance in the degraded & fragile rainfed eco-systems by greening these  areas through appropriate mix of trees, shurbs& grasses.

4.            Reduction in regional disparity between irrigated & rainfed area.Creation of sustained employment  opportunities for the rural community including the landless.             

         Thus the ultimate aim of the programme is to develop nature resources, based on         sustainable   productivity, improve standard of living of poor farmers, landless labours & to restore the ecological    balance. 

As pr the guidelines of the scheme a block having less than 30 % of assured irrigation in the arable land hill qualify for inclusion under this programme. 

The Orissa remote sensing application center (ORSAC) have delineated & codified district wise watershed up to Micro watershed level. Total watershed identified, Saturated & under execution in the district of Nayagarh are given below.

 Basic information of Nayagarh District. 

            Nayagarh district came to its existence vide Government notification (Rev. Dept.) No. 14218 dt. 27.03.1993. The district Nayagarh lies between   20o-5’ to 20o-10’ north latitude and 85o-5’ to 85o-10’ East longitude. Its border touches the districts of Angul & Cuttack in North West, Phulubani in West, Ganjam in the South and Khurda in the East. The district covers an area of 4242 sqkm. (394110 Ha.) and the major portion of the district is covered with hilly terrains, high land dense forest.

 River system of the district. 

            The following are the rivers flowing in the district.

1.                  Kusumi,

2.                  Brutang,

3.                  Mahanadi 

Scheme under operation through Soil  Conservation Department. 

            At present 3 (Three) centrally sponsored scheme namely N.W.D.P.R.A. (National Watershed Development Project for Rainfed Areas), I.W.D.P. (Integrated Watershed Development Programme) & Hariyalli are under operation in the district.                         

Funding Pattern. 

            The scheme is under implementation with the funding pattern of 75 % grant by the Government of India and 25 % loan to state Government. As per guidelines issued by the Government of India the per hectare cost norm is      Rs. 4, 500/-. The Government of India releases funds in favour of state Government (Agriculture Department). The Agriculture Department in turn provide funds to the Director, Soil Conservation, Orissa, Bhubaneswar for implementation of the scheme. In the district, Soil Conservation Officer has been acting as the nodal Officer and Asst. Soil Conservation officers are acting as PIA. as per guidelines of the scheme out 100 % allocation, 10 % is meant for administrative Charges, (7.5 %) Community Organization, (5 %) Training totaling 22.5 %. The rest 77.5 % is meant for development work which includes 50 % for natural Resource Management, 20 % for Agricultural Development and 7.5 % for non Agricultural based development programme. At the watershed level watershed Committee have been formed who are actually executing different field work with the technical assistance rendered by Watershed Development Team Members from various department.

N.W.D.P.R.A. Scheme in Nayagarh District. 

             7 Nos. of micro watershed are in each Block except Odagaon have been under execution with an area of 3464.966 Ha. for takingup comprehensive watershed treatment under N.W.D.P.R.A. scheme during Xth plan period with effect from 2002-2003. The watershed treatment is being taken up through the watershed committee (Bhumi panchayat). Funds for the works are being placed in phased manner with the watershed committee. The implementation on various treatment measure have been takenup as per the guidance of watershed Development Team under P.I.A. – Cum – Asst. Soil Conservation Officer, Nayagarh. (A)       Total area treated for moisture Conservation over 345.35Ha. from which 45 Ha. can be put under high yielding paddy & 25 Ha. can be diverted from paddy non-paddy crops like vegetables, Oilseed & pulses.

(B)       Total irrigation (live saving) potential created over 104 Ha. where cashew crop like vegetables, Oilseeds pulses can be taken up over 24 Ha.  

Plantation programme. 

            The plantation programme have been taken up in 3 Nos. micro watershed of N.W.D.P.R.A. scheme & 2Ha. of fodder cultivation have been taken up in 2 Nos. of watersheds.  

W.H.S. (Water Harvesting Structure). 

             The objectives of construction of water harvesting structure.

(i)         collect runoff for subsequent utilization in Agriculture crops for life saving irrigation.

(ii)        To recharge sub-surface as well as ground water.

(iii)       To save the valuable Agriculture lands from degradation as well as sand casting.

(iv)       To develop Micro-Climate to heep the flora & founa etc.

            So far 85 Nos. of W.H.S. / D.W.S. in different blocks of Nayagarh district executed by Soil  Conservation Department are existing in the functioning stage. These  W.H.S. / D.W.S. contribute supplementary irrigation in the order of 1315.92 Ha. in Kharif & 226.6 Ha. in Rabi.

Hariyalli scheme.  

            As per Government of India stipulation area development programme shall be implemented in accordance with the guidance with the guidelines for Hariyalli scheme with effect from 01.04.03. 

Funding pattern. 

            As per guidelines of the scheme per Ha. cost norm is Rs. 6000/- out of which Rs. 5500/- is G.O.I. share and Rs. 500/- is the state share. Out of 100 % allocation, 10 % is meant for administrative cost and 5 % is meant for training and community organization. Rest 85 % is for developmental programmes and are executed by the watershed committee. 

Allotment & expenditure. 

            This scheme is under operation from the year 2005-2006. all total 20 watersheds are under execution covering the blocks of Nayagarh, Odagaon and Daspalla. The Asst. Soil Conservation Officer, Nayagarh is acting as P.I.A. for Nayagarh and Odagaon block and one Jr.S.C.O is P.I.A. Daspalla block. The watershed wise allotment and expenditure is given below.
