 Details of Schemes implemented :---                           

1.         State Old Age Pension Scheme

This Scheme is being implemented in 8 blocks and 2 NACs  of Nayagarh District 

Eligibility :- 

            1.The age of the beneficiaries should be more than 60 years.

            2.He must be a permanent inhabitant  of  Orissa.

            3.He should not be involved in criminal activities.

            4.His annual income should not be more than        Rs.3200/-. 

            Old Aged persons, Small Farmer, Marginal Farmer, Land Less  Agricultural Laborers, Widow &

Leprosy patients are eligible to get  the benefit under this scheme. Pension are being sanctioned  to the

Widows and Leprosy patients irrespective of age if they satisfy other eligible criteria.

  How To apply 

            To get such pension the beneficiaries has to apply in the   prescribed form to the concerned B.D.Os. The  Sub-Collector sanctions pension in favour of the beneficiaries on the recommendation of the B.D.Os.. 

 Amount of Pension

Rs. 200/- is being paid to the beneficiaries per month  under this scheme. The State Govt. bears all the expenditure under this scheme.

Place of Disbursement

            The pension is being disbursed to the beneficiaries at G.P head quarters in a fixed  date  i.e 15th of each in all the blocks, and in NAC office for all NACs.   15th is observed as JANASEVA DIWAS.

            For regular and timely payment of pension to the beneficiaries the B.D.Os /E.Os have been instructed to make payment out of the available fund without waiting for the Govt. allotment and recoup the same after receipt of allotment from Govt.

 2.            NATIONAL SOCIAL ASSISTANCE PROGRAMME:

             This programme is being implemented in Nayagarh District since 15.08.95.               This Scheme provides benefit  to the poor household in the case of old age, death of bread winner. National Social Assistance Programme includes the following components viz,

            i)National Old Age Pension Scheme (NOAP).

                ii)National Family Benefit Scheme (NFBS)

 

i)National Old Age Pension Scheme (NOAP) :

  Elligibilty 

            To get such benefit under NOAP Scheme  the beneficiaries should fulfill the following criteria. 

            1.The age of the applicant (male or female) shall be 65 years or above. 

            2.The applicant must be a destitute in the sense of having little or no regular means of subsistence from his /her own source of income or through financial support from family members or other sources.( must be below poverty line). 

How to Apply

            To get such benefit the beneficiaries have to apply in the prescribed form to the   Block Development Officers. The Sub-Collectors sanction pension in favour of    the beneficiaries on the recommendation of the B.D.O concerned. 

  Amount fixed for NOAP

            Rs. 200/- is being paid as pension to the beneficiaries per month.

 (ii)National Family Benefit Scheme

                        The NFBS scheme is implemented in Nayagarh District w.e.f 15.08.95.

This is a fully Central sponsored scheme. Under this scheme Central assistance of Rs.10,000/- will be provided to household below the poverty line on the death  of the primary bread winner of the bereaved family. For the purpose of determining Central assistance the following criteria should be taken in to account. 

            i)The bread winner will be the member of the household whose earning contribute to the total household income. 

            ii)The death of such a bread winner  should have occurred while he or she is in the age group of 18 years to 64 years, i.e  more than 18 years and less than 65 years.

iii) The bereaved household must be below poverty line. 

            The Sub-Collectors are the Sanctioning authority  and sanction benefit on the recommendation of the B.D.Os/E.Os. 

The family benefit will be paid to such a surviving member of the household of the deceased who after due local enquiry is determined as the head of the household.

3.Balika Samridhi Yojana:   

            This Scheme is being implemented in Nayagarh since      .Post delivery grant of Rs.500/- is being paid to the mother of the girl child  of the houshold below poverty line. The benefit is restricted  for two girl child  in each household  born on or after 15.8.1997 irrespective  of  the total children in the family. 

Objective of the programme   

            a)To change negative family and community attitudes towards the girl child at birth and towards her mother.

           b)To improve enrollement and retention of girl children in schools.

            c) To raise the age at marriage of girls.

            d) To assist the girl to undertake income generating activities.

 The girl children eligible undr BSY is entitled to the following benefits.

A post birth grant amount of Rs.500/-

When the girl child covered under BSY starts attending the school she will become entitled to annual scholarship as under for each successfully completed year of schooling.

 The post birth grant amount of Rs. 500/- is being paid to the beneficiaries by opening of a joint account in a Nationalised Bank or Post Office in the name of the girl child and the C.D.P.O/S.E.O concerned  on the recommendation of the Gram Panchayat.At the initial stage one policy named Bhagya Shree Bima Kalyan Yojana is being opend in the name of the girl child.If the beneficiairy under BSY get married before attaining the age of 18 years she would forgo the benefit  of the amount of  annual scholarship  under BSY.

 4.HANDICAPPED WELFARE: 

i)Orissa Disability Pension Scheme:     

This Scheme is being implemented in Nayagarh District since  .A person is eligible to get Disability Pension if he/she satisfy the following criteria.

 Eligibility 

  1.             He is incapable to do any normal work due to his blindness /handicap.

  2.             He must be above 5 years of age

  3.             He should not be involved in any criminal activities.

  4.             He should be a permanent inhabitant of Orissa.

  5.             His family income should be less than Rs.11,000/-.

  How to apply

           For getting such pension the beneficiaries  shall have to apply in the prescribed form to the concerned B.D.Os/E.Os. For selection of such beneficiaries to get pension a committee has been formed consisting of B.D.O, Tahasildar and  Medical Officer.The Sub-Collector sanction pension to the candidate selected by the selection committee on the recommendation of the concerned B.D.Os/E.Os.

 Pension Amount 

Rs.200/- is being paid as pension to the beneficiaries per  month.State Govt. bears all the expenditure  under this scheme.

Location and Date of Disbursement 

Pension is being paid to the beneficiaries at the G.P head quarters and inNAC officess on the fixed date fixed for other pension scheme.                                               

For timely and regular payment the B.D.Os and E.Os have been instructed to spent from the available fund and recoup the same from allotment is received form Govt. 

Special School for the Disabled: 

The aim of the Scheme is to provide education to the blind , deaf and mentally retarded children through special schools. At present there are  2   nos of special schools functioning in the district. The name of the institutions are given below.

Scholarship to the Handicapped Students.

Under this scheme Scholarship is being paid to the disabled students  studying from Primary to Post Graduation level. For getting such scholarship applicant  apply through the head of the institution before 30.9.2002. Disabled students whose family income is less than Rs.1500/- and  whose disability is more than 40%  are eligible to get such scholarship. The scholarship  amount class wise are as follows.

            Primary :                               Rs.20 P.M

            M.E & High School :              Rs.40/- P.M

            College:                                 Rs.60/- P.M.

Supply of Special Aids. 

Special aid are being provided to the disabled persons free of cost on the recommendation of the C.D.M.O  . Disabled persons whose family income is less than Rs.5000/-Per Month are eligible to get the special aids. The aids are being issued from the office of the D.S.W.Os. The following aids are being provided to  different categories of disabled.

 CHILD WELFARE:

  1. Orphanage:

The aim of the scheme is to provide care, protection , education and vocational training to the orphan children and to bring them to the level of normal citizen of the country. At present there are   nos of Orphanages functioning in   District. The name of the orphanages are given below.

                                Govt in W & C.D Deptt  sanction funds @Rs.300/- per month per inmate  for maintenance of the inmates. Govt also sanction funds for the House Mother and Cook of the orphanage. 

MID DAY MEAL PROGRAMME:                       

            Hot cooked meal is being given to the students of primary and EGS center  since October 05.Under this programme 1,13,934 nos of students in 863 primary school,29 sevasharam ,400 egs center and 44 alternative Education school are being benefited under thie programme. .

Integrated Child Development Services(I.C.D.S):

The programme has been launched since 1975 for the welfare of mother and children.

The aim and objectives of I.C.D.S Programme are as follows.

            1.To develop the health and nutrition of children in the age group   of 0-6 years.

            2. To lay the foundation for  physical ,,mental and social development in children.

            3. To check up Mortality, Morbidity, Malnutrition and School drop outs.

            4. To educate the mothers  to take care of the health and nutrition of the children through health and nutrition education .

  The above goals are achieved through the following package of services in different I.C.D.S Projects.

 SNP FEEDING  PROGRAMME.

Under ICDS  Scheme nutrition programme is going on through supplementary nutrition . The 0.6 age group of children as well as pregnant and nursing mothers of the Anganwadi centre are covered under this scheme. At Nayagarh District 56548 Nos of beneficiaries in Ranpur , Daspalla ,Khandapada ,Gania, Nuagaon, Nayagarh, Odagaon , Bhapur are covered through ICDS project . Rice and Dalama is being given under this programme as per Govt. Guide Line. Rice ,Dal and Oil are provided centrally where as funds  are being given for condiments vegetables, fuel and salt etc to the Anganwadi workers to implement the programme smoothly stocks up to March 06 has been provided to the A.W.W.S. to

            1.Rice 80 gm per beneficiary per day.

            2.Gram Dal 15 gm per beneficiary per day.

            3.P.Oil 01 gm per beneficiary per day.

                         Lifting of food stuff has been made & provided to the ICDS projects & Blocks up to March 06.

Immunisation 

            The scheme is being implemented at each AWC level with close and ICDS cooperation of help staff to protect six killer diseases,the child below one year and safe delivery purpose the children/PW are being fascinated irregular manner as per routine fixed. The achievements is as follows.

 Referral Service

                        The scheme is to provide health care to malnourished children specially for Gr-111 and Gr-iv. During the year 2001-02 each AWCs were issued Rs1000/- each to incurred to wash, medicine and cost of the transportation for grade-III and GR-IV child. As no funds under this service is released by government the free service to those children could not be possible to provide.

 Growth monitoring.

The scheme is to take up regular weight of children below 6 years and pregnant mothers of each A.W.C. Level. It is observed the incidence of malnourished child Nayagarh, Bhapur, Daspalla, Odagaon is comparatively more serious than other projects. The percentage of weight as against total child of the District is 89 % & 88% in respect of 0 to 3 years and 3 to 6 years.  

WOMEN WELFARE 

MISSION SHAKTI

Mission Shakti,  a mission for empowerment of women through self help groups  has been launched by Honble  Chief Minister on 8th March,2001.This Mission will work towards strengthening of existing Self Help Groups and towards formation of new groups. The goals of the mission are as follows.

            1.To facilitate creation of conducive environment through Self  Help Act.

            2.To expand the Self Help Movement in Orissa.

            3.To develop quality SHG in the State.

            4. To strengthen the quality of the existing SHGs in Orissa.

5. To build cluster association at block level, federation of clusters at the District  level., and net work of federation at the state level.

            6.To provide institutional capacity building support  to  strengthen the SHG   movement in the state.

            7.Capacity building at every level in the state.

            8.Developing a built-in monitoring system right from the SHG level

            9.Establishing and setting of a supportive MIS at every level.

            10.Identifying agencies in each area /region as nodal agency responsible for over                       all SHG strengthening process and accountable for the desirable result to  the SELF HELP MISSION

The major activities undertaken by different WSHGs are Pisciculture, Horticulture, Dairy, Goatery, Ground nut processing, Rice processing Teracotta, Mushroom cultivation, Dhokra Casting, Tailoring, Candle & Agarbatimaking, Soft toy Spices grinding, Palm Leaf work,Hand loom weaving,Khali stiching etc. 

  Short Stay Home for Women: 

The aim of the scheme is to provide shelter and take suitable rehabilitation measures for the distressed women and girls who are in moral danger. At present there are  Short Stay Homes  functioning in Nayagarh District. The Short Stay Homes are being managed by different voluntary organisations. Drug Abuse Scheme:

The main aim of the scheme is  awareness , health check up and counseling of the drug addicts. At present there is only one Drug De-addiction Centre functioning in Nayagarh District.  

Old Age Homes and Day Care Centers

. The main aim of the programme is to provide accommodation , recreation and refreshment facilities to the old aged people who are 60 years above and there is no body to look after them. The Old Age Homes and Day Care Centers are being managed by different voluntary organizations with the financial support of Govt. of India , Ministry of Social Justice and Empowerment.
