Anti- poverty schemes by DRDA, Nayagarh
SGRY
(Sampurna Gramina Rozgar Yojana)
This
is the prime wage employment programme
and its objective is to prove sufficient wage employment throughout the year to
all categories of needy poor in rural areas who suffer due to seasonal
unemployment. SGRY was launched in 2001 as a centrally sponsored scheme on cost
sharing basis between centre and state in the ratio of 75: 25 of the cash
component while the food grain component is provided free of cost. Provision of
food security and creation of rural infrastructure are also the equally
important objectives of SGRY. The action plan of projects is prepared and
approved by ZP, PS and GP in the ratio of 20: 30: 50 respectively of the total
funds. A focused shift in the strategy has been taken up by the state Government
for a visible achievement in having all weather internal roads, in providing
water bodies for irrigation and multipurpose use during the crisis period and in
creating ready market and facility centre for rural products.
2005-2006
During 2005-2006
we had received Rs.897.54 lakh cash and Foodgrain (Rice)of 4546 MT (The
opening balance was Rs. –71.34 lakh cash and 817.00 MT Rice). Out of available
fund of Rs.826.20 lakh cash and foodgrain 5363 MT, we have spent Rs.848.70 lakh
cash and 5363 MT of rice respectively leaving minus balance of Cash Rs.-22.50.Lakhs.
. Mandays generated during last year was 12.94 lakh. The percentage of
financial achievement under SGRY is
103 %.
2006-07
During 2006-07, DRDA has received Rs 442.89 lakh . Given the last year closing balance

- 22.50 lakh, the funds available for this year is Rs 420.39 lakh.

Against the Grain allotment of 8100. 00 M T for 2005-06 (including 4050
MT
received in March), 4050 amount lifted and distributed among blocks. Out of it,
4050 MT food grain has been utilized as on 31.3.2006 and 176 projects have been
completed out of 264 projects taken up.

SGSY ( Swarna Jayanti Gram SwarozagarYojana )
SELF
EMPLOYMENT PROGRAMME
The Scheme Swarna Jayanti Gram Sworozgar Yojana
substituted by I.R.D.P. started operation w.e.f. 1999-2000. With the coming into
force of S.G.S.Y., the earlier programmes, like IRDP, TRYSEM, DWCRA, SITRA, GKY
& MWS are no longer in operation. The unspent balances as on 01-04-1999
under those erstwhile programmes pooled under the head SGSY and utilised as per
the new guidelines. The main object of the scheme is to assist the poor families
( Sworojgaries ) to uplift their standard of living. This objective is to be
achieved by inter-alia organising the rural poor into Self Help Groups ( SHGs )
through a process of social mobilisation, their training and capacity building
and provision of income generating assets through a mix of Bank credit &
Govt. subsidy. Under the scheme there is provision of both individual financing
and group financing. Emphasis will be on the group approach.
Key-activities
are selected and approved in the action plan taking into consideration of the
feasibility of the activities of the locality, so as to enable the Sworojgaries
to adopt the activity for income generation, which will assist to improve their
standard of living. There is provision of Infrastructure, Revolving fund &
Training which will assist the Sworojgaries of the SHGs for their upliftment.
Self-help
Groups
Since
inception of SGSY in year 1999,
4336 self-help groups have been formed in the district. Out of this , 3654 Self
Help Groups are Women groups. 2096 groups have passed grade I and 861 groups
have passed grade II.. In the year
2005-06 119 No. of Women groups out
of total 136 No. groups were provided with loans. Trades taken
up are livestock (
maximum subsidy), fishery, village industry, handicraft and irrigation. Rs
151.57 lakh subsidy and Rs 221.94 lakh credit have been provided
to Swarojgaries in the year.
Rs 21.78 lakh has been
spent on training.
2005-06
Physical :-
Against physical target of 1613 nos. of sworozgries for 2005-06, we have achieved 1567 (136 groups) sworozgaries & 52 individual sworozgaries .
Financial :- The total allocation under S.G.S.Y. for the year 2005-06 is Rs. 212.82 lakh. Total allocation of funds has been received in the year.Interest amounting rupees 1.10lakh has also been accrued in the year 2005-2006.. Taking into account the O.B. as on 01.04.2006 of Rs. ( - ) 55.51 lakh, Rs.158.40 lakh is available. Against which Rs.207.86 lakh has already been spent by 31.03.06 .
The percent of achievement is
131 %.
2006-07
DRDA
has received Rs 88. 50 lakh. Given the last year closing balance of
Rs
– 49. 46 lakh , total funds
available is Rs 39. 04 lakh. Expenditure
incurred by
May
2006 is Rs 0.51 lakh.. Target for the year is 1613 swarojagaris.
The
prime rural housing programme
effective from 2002 has been merged with earlier similar schemes and the
funding ratio is 80: 20between centre and state. 60%is earmarked for poor in
SC/ST and 40% is for poor in general category. Special provisions for APL
category is also there. 3% reservation for the BPL physically and mentally
challenged persons. The unit cost is Rs 25,000/- in plain areas and Rs 27,000/-
in hilly / difficult areas.
2005-2006,
During the year 2005-2006, Rs. 727.20 lakh was made
available, against which Rs. 716.79 lakh was spent leaving a balance of Rs.
10.41 lakh . As against the target of 2947 of the year ,2843 no of houses were
constructed. The physical achievement is 96 % and
financial achievement 99%.
2006-07
98 IAY houses
completed out of last year spillover 104 houses. For this year no funds
received. Target received for the year is 3065 houses.

the PIO (Public
Information Officer) of DRDA Nayagarh. 17 – Point information
about DRDA Nayagarh has been put in the DRDA
Portal. Training has been
imparted to
block level functionaries for successful implementation of RIT.
All the 9 no.
of queries received from public for information has been successfully
replied.

4 crore for 4 years. Rs. 260 lakh has been received as 1st
year and 2nd Year’s
fund by 31st
March-2006 and out of this Rs. 246.90 lakh has been utilized ( 95%) since
inception . All the projects are in ongoing stage.

Govt. of
India has launched a new initiative of the department of Land resources called
“HARIYALLI” on 27th January 2003. Watershed Development Programme
will be implemented under guidelines for “ HARIYALLI”. Nayagarh district has
already submitted project proposals for six blocks ( Bhapur, Gania, Khandapara,
Naygarh, Odagaon & Ranapur ) to Director Watershed Mission . Govt. of India
has already approved one IWDP Watershed project for Gania block under HARIYALLI
during March-2006.
